Winona County Republicans

Notes from Rep. Drazkowski

Rep. Steve Drazkowski will be sending updates from the House Floor while it is in session.  Here is the update from Monday Feb. 22, regarding the bonding bill’s final passage out of the House, and the new “Culligan Man Law”.

Dear friends,

Yesterday, the House met in session at two different times (early afternoon and late evening) to debate two bills of interest.  First, we discussed a mandate-laden bill that adjusts the plumbing code by adding more job-killing testing and licensing requirements for a variety of plumbing-related businesses.  Especially troubling were two provisions – one that applied the plumbing code rules to cities under 5,000 in population.  This means that every small town in House District 28B would now be required to follow onerous state mandates that are not necessary.  The second was a provision that requires water softener installers to become licensed and pass an exam in order to operate in Minnesota.  This bill became recognized as the “Culligan Man” bill as it will place more strain on water softener businesses in Minnesota and contribute to even more jobs lost.  The worst part it, is that these provisions are not necessary for the safety of workers or consumers, but are simply more pandering to special interest who would like to use the government to captivate more market share for themselves. I voted against this bill and will be asking the governor to veto the bill.

In the evening session, we took up the $999,918,000 debt creation bill.  At a time when our state is $1.2 billion dollars in deficit and the next biennium is projecting another $5.4 billion deficit, your legislature passed a bill that will borrow a billion dollars and will cost taxpayers a total of $1.4 billion when considering interest costs. The debt bill is packed full of special projects, otherwise known to be plums for selected legislators trying to bring pork home to their district. Please take a look at the attached spreadsheet that outlines all of the projects included in the bill and feel free to read the content of my speech on the House Floor last night in the attached floor log. Or, watch the video of last night’s session here: http://www.house.leg.state.mn.us/htv/archivesHFS.asp?ls_year=86 (click on “watch this program” on the Feb 22 session, part 2).

All of this was passed while we have yet to begin discussions on solutions to the solve the budget deficit.

Thanks for your interest in what is going on at your state capitol, and please contact me if you have additional suggestions.  Thanks and have a great week!
